摘    要:随着我国国民经济的发展和社会主义市场经济体制的建立,水电建设技术水平的提高,河流水文和径流特性发生变化,为能更准确掌握我国水力资源的情况,国家发展和改革委员会组织对全国水力资源进行了第4次复查,此次复查在传统的理论蕴藏量、技术可开发量、已开发量等指标的基础上,增加了经济可开发量等内容,建立了一套既符合我国国情又适应我国市场经济发展需要的水力资源评价体系。全国水力资源信息系统是一个C/S和B/S混合结构的复杂系统。它以全国水力资源信息数据库为中心和共享平台,通过GIS技术实现了全国各区域水力资源分布的直观表达以及基于空间位置的水力资源的管理和分析。

Abstract:With the development of national economy and the establishment of socialist market economy the improvement of technologies in construction of hydropower project hydrology and run-off features in rivers have changed.In order to have an accurate timely and efficient understanding of the hydropower resources in China the State Development and Reform Commission organized and implemented the fourth National Water Power Resources Survey.This survey is based on the traditional theoretical potential technical exploitable capacity and developed capacity and increases the economic exploitable capacity and other indexes which establishes a hydropower resources evaluation system suitable to our national conditions and our country's market economic development.The national hydropower resources information system is a complicated system integrating C S with B S.Such system takes the national hydropower resources data bank as its center and sharing platform.Using GIS technology it can realize the audio-video display of the distribution of hydropower resources in various regions in the whole country and the management and evaluation of hydropower resources based on space.
