河流与人类文明发展相互关联,通过对河流生命理念的论述,确立了河流的价值主体地位,提出了河流治理的终极目标,即维持河流健康生命.以黄河治理开发为例,形成了新世纪维持黄河健康生命的治河方略,从理论体系、生产体系和伦理体系三个不同的视角,阐述了这一崭新的治河理念的内涵、目标及实现战略,并通过行政、法律、技术、工程、经济等具体措施,分阶段、有步骤地实施"1493"治河体系,构建人类和河流间的和谐关系,从而使黄河的健康生命得以恢复及维持.

Keep healthy life of rivers--a case study of the Yellow River

Between rivers and development of human civilization is interrelated. Through the discussion on river's life, the concept of river value is established, and put forward the final objective of river management, which is keeping healthy life of rivers. Regarding as Yellow River management and development, it has been established a river management strategy on keeping healthy life of the Yellow River in the new era, and the completely new concept of connotation, objectives and strategies demonstrated from different perspective of theoretical system, engineering system and ethical system. It is to build a harmonious relationship between human being and rivers, and finally refresh and maintain healthy life of the Yellow River by administrative, legal, technological, engineering and economic measures through the implementation of 1493 project.
