风电并网发电的外部价值测算

摘    要:当前风电并网发电在带来优良的减排等外部收益的同时,也增加了电力系统中一些参与者的外部成本,因而风电并网发电的外部价值由其外部收益与外部成本之差决定。基于随机生产模拟方法较为全面地构建了风电并网发电的外部价值测算指标及其计量方法,并通过实例测算了某地区同步投运4个风电场的年外部价值。结果表明该地区风电的单位发电量年外部价值达到130.11元/MWh,4个风电场并网发电后该地区受益较高。为相关政策制定者就风电并网发电外部价值的识别与测算提供了一定的参考。

Abstract:The grid-connected wind power generation brings good external benefits such as emission reduction and so on,and it also increases external costs of some participants in power systems.Therefore,the external value of grid-connected wind power is determined by the difference between its external benefits and costs.Measurement indices of external value for grid-connected wind power generation and its measuring method are established based on probabilistic production simulation approach,and the annual external value of four wind farms that are simultaneously put into operation in a region is measured by application case.Results show that the annual external value of per unit power production for region wind power generations reaches RMB130.11 Yuan/MWh,and the integration of four wind farms into power grid will bring comparatively high benefits.The work in this paper can provide some reference for policy-makers to identify and measure the external value of grid-connected wind power generation.
