建筑垃圾资源化处理PPP 项目风险评价指标体系研究

PPP 模式成为我国解决建筑垃圾资源化处理问题新的途径方法，我国对建筑垃圾资源化PPP 项目风险评价指标体系建设尚不完善。通过扎根理论方法和文献研究法结合，对筛选出的49 篇“CNKI”和“Web of Science”文献和9 篇建筑垃圾资源化PPP 项目报告进行编码研究并构建建筑垃圾资源化PPP 项目风险因素评价体系。结果显示，政治风险，经济风险，建设风险，运营移交风险，市场风险，社会和环境风险，信用风险是编码后提炼出的7 个核心风险因素，覆盖了建筑垃圾资源化PPP 项目全过程风险。研究成果旨在完善建筑垃圾资源化PPP 项目风险评价指标体系的建立，该评价指标的建立可以作为建筑垃圾资源化PPP 项目立项、可行性研究风险因素参考标准，也为建筑垃圾资源化PPP 项目产业化和建筑垃圾减量化管理提供参考。

Research on the Risk Evaluation Index System of PPP Projects for the Recycling of Construction Waste

The PPP model has become a new way to solve the problem of construction waste recycling in our country. The country’s development of risk evaluation index system of PPP project for the construction waste recycling is still not perfect. Through the combination of the grounded theory method and literature research method，49 papers were selected from "CNKI" and "Web of Science". 9 construction waste recycling PPP project reports were coded and studied. A risk factor evaluation system of construction waste recycling PPP project was constructed. The results show that political risk，economic risk，construction risk，operation transfer risk，market risk，social and environmental risk，and credit risk are the seven core risk factors extracted after coding，which cover the whole process risk of construction waste recycling PPP project. This provides a reference for the construction waste recycling PPP project industrialization and construction waste reduction management.
