| 摘 要： | 项目管理是在有限的资源条件下，为保证项目的目标、组织、质量、费用（成本）、时间达到最优化，同时尽量减少项目失败的风险而采取的各种措施．军事科研项目作为一类特殊的项目对项目管理提出了更高的要求．传统的军事科研项目管理模式重视项目的立项申请和科技成果的鉴定报奖，而忽视项目实施过程的管理．为此，从军事科研项目实施过程管理入手，对项目实施过程的质量评价进行研究．

| Abstract: | Under the condition of limited resource,various measures are taken in project management in order to achieve the most optimal goal,organization,quality,expenses(cost) and time,and to reduce the risk of failure.Higher requirement has been put forward for the project management in military scientific research project which appears as a special one.The traditional military scientific research project management mode exists a phenomenon that project application and fruits qualification are emphasized,but implementation management of project is ignored.Started with implementation management of military scientific research,the quality evaluation system during project implementation is discussed. |
