从政府工作角度对省域城镇体系规划工作进行了较为认真的思考,概括了科学发展观对省域城镇体系规划工作的新的认知和共识,指出国家法律法规和部门规章对省域城镇体系规划的责任主体、审批程序和编制内容均作了明确的规定,归结了规划编制内容的三个必须,总结了上位政府在工作层面上三个必须,提出了省级人民政府应该做到的三个把握。

NEW TRENDS OF SPATIAL PLAN IN CHINA:WITH URBAN SYSTEM PLAN AT THE PROVINCE LEVEL AS A CASE

Under the guidance of the scientific concept of development, this paper summarizes the new understanding ofthe authority on urban system planning at the province level. It emphasizes that the responsibility body, approvalprocedureand the con- tent of plan have been explicitly specified by laws and regulations. It argues that the contents of urban system plan at the province level, the superior government’sworkandprovincialgovernment’swork should all contain three compulsory elements.
