| 摘 要： | 针对我国大宗矿产品需求规模空前增长及"两高一资"产品规模出口的实际情况,立足国内资源禀赋及社会经济发展的需要,提出了利用好进出口关税及相关政策促进资源产品贸易结构升级的建议。根据WTO规则要求及我国资源型产品进出口政策的实况,分别从进出口关税、进口环节增值税、出口退税及配额与出口数量管理等方面提出了政策调整的原则及基本趋势。
