| 摘 要： | 分析了我国建筑市场现状和当前国内工程项目招标采纳“最低价中标”法存在的问题;从工程保证和保险制度、市场清出制度、企业内部定额、建立风险保证机制和强化工程项目监管制度等方面,论述了国内公开招标项目实行“最低价中标”以及中标后能使项目顺利实施的保障体系和举措,对于规范国内建筑市场,降低工程成本,提高项目管理水平和承包商的竞争实力具有重要意义.

| Abstract: | This trend can not be replaced. This paper analyzes the current situation in China＇s construction market and the problems of how to adopt it. And it discusses the guarantee system and measures that enable the smooth implementation of the lowest bid. It is of great significance for regulating the domestic construction market, lowering project cost, raising the level of project management and the contractors＇ competitiveness. |
