榆林市农业节水灌溉现状与发展对策探讨

节水灌溉的健康发展将有助于区域水资源的合理开发与使用,促进区域水资源的良性循环。以榆林市节水灌溉取得的成就、面临的形势与存在的问题,提出了以土地集约化经营模式为先导的改革管理体制和运行机制、推行农业节水奖惩机制、多渠道融资、发展设施农业、重视中低产田节水灌溉、扶持节水灌溉设备产业化等一系列加快榆林市节水灌溉发展的措施。

Study on Situation and Development Strategies of Water-saving Irrigation in Yulin City

The healthy development of water-saving irrigation will help the rational development and use,and promote the virtuous cycle of regional water resources.Here, based on the achievements,situation and existing problems in water-saving irrigation of Yulin City,a series of measures is proposed such as reforming the management system and operational mechanism which is leading by the intensive land running model,carrying out the incentive mechanism of agricultural water-saving and multi-channel financing,developing the facility agriculture, emphasizing the water-saving irrigation of low-yielding fields,and supporting the industry of water-saving irrigation equipment etc.,which could accelerate the development of water-saving irrigation in Yulin City.
