| 摘 要： | 文章通过分析现行大量BT投融资建设模式的运作实例,归纳总结了二大类BT模式主办人的特点：融资型和施工型。通过分析招投标存在的主要问题提出了建立与BT项目特点相适应的二阶段招投标方式,第一阶段主要解决融资与能力,第二阶段主要解决造价和回购价格。通过有机结合,建立适应BT项目特点的招投标方式。

| Abstract: | This paper summarizes features of two major sponsors of BT mode： financing type and construction type by analysing massive operation examples relating to BT investment and financing construction mode.The tendering and bidding mode for the two phases compliant with BT project characteristics has been established on the basis of analysis of major problems relating to tendering and bidding.It is planned to solve financing and capacity issues in the 1st phase and cost and repurchase price in the 2nd phase.Therefore,a reasonable tendering and bidding mode particularly for BT project can be established. |
