柴河水库非工程类防洪设施效益分析模式初探

摘    要:本文介绍了一种将已建成防洪工程效益分析方法引进到水利非工程设施效益分析的效益计算模式。同时,基于按系统效益的性质分类,详细介绍了柴河水库非工程类防洪设施的防洪、兴利和社会与环境及负效益分析方法。本文还首次将模拟统计方法-蒙特卡罗法应用于防洪效益分析,形成了比较系统的、完整的、有新意的柴河水库非工程类防洪设施效益分析模式。

Abstract:The paper describes a benefit analysis pattern that introduced the benefit analysis method of the completed flood control engineering into the benefit analyzing of non-engineering hydraulic facilities.And base on the classification according to system character,the following sections detail benefit analysis methods of Chai River Reservoir's non-engineering hydraulic facilities in flood control,beneficial utilization, social consequence and negative effect.The Monte Carlo simulation method is applied to flood prevention benefit analysis at first time in this paper,and form systematic,integrated and original Chai fiver reservoir benefit analysis pattern of non-engineering hydraulic facilities.
