建立现代企业制度动开发黄河上游水电资源的设想

黄河上游水力资源是我国水电建设的富矿，应为优先开发的重点。目前，、 国水电建设体制还存在着资金需求与投资体制等突出的矛盾，在研究了李家峡水电站建设管理体制的变革过程后，提出了按照现代企业制度要求，利用李家峡水电站工程管理的丰富经验，建立、运作黄河上游水电梯级滚动开发机制的设想，以便加快开发速度，缓解电力严重不足的现象，西北经济、为我国社会主义建设做出巨大的贡献。２

Thought on establishing the modern enterprises system to rolling-develop the hydropower resources in the upstream of Yellow River

Theupstream of Yellow River is rich in hydr opower resources and shoul d be listed in thepriority development region. At present, our hydropower const ruction system exists thecontradictory of finance demands and investment system . After the changes of theconstruction management system of Lijiaxia Hydropower Station have been studied, the paperputs forward some thoughts on establishing and operating the rolling-development mechanismin the hydropower step constru ction in the upstream of Yellow River according to therequirements of modern en terprise system and on the basis of making full use of the richexperience of th e construction management of Lijiaxia Hydropower Station, which couldaccelerate the hydropower development and alleviate the power shortage so that it could make great contribution to promote the economic development in the northeast regio n and toour socialism build.
