各种类型、各个层面的城乡统筹规划实践正在我国展开，然而在中国宏观发展背景的作用下，一方面，城乡统筹规划的实践表现出了许多认识的误区，产生了功利主义和利益博弈的取向；另一方面，由于缺乏系统配套的制度与法规支撑，城乡统筹规划面临着巨大的实施难题。文章通过对当前国内城乡统筹规划实践的检讨，揭示了“变奏”的相关现象和原因，指出城乡统筹规划及其实践的效果既需要自身不断的努力，也依赖于外部发展环境和整体制度、法规建设的完善。
