Study on the Milestone-establishment for Major Weapon Equipment Acquisition Programs

The paper discusses the issue how to establish milestones for major weapon equipment acquisition programs (MDAP) that arises in the practice of weapon equipment construction. Through an analysis on the law of the common program life-cycle and an investigation into the evolution of the U.S. weapon equipment acquisition management framework, the paper discovers "the best period " for the establishment of program milestones in the common program life-cycle, and draws to the conclusion that the milestones for the major weapon equipment acquisition programs should be established in "the best period" discovered here while taking the technology opportunity and user needs into consideration.
