公共基础设施BT项目的环境绩效指标体系的构建

公共基础设施作为国民经济的重要组成部分,在我国发展迅速。政府为缓解财政负担,逐渐采用多样的建设模式,其中运用BT模式的项目逐渐增多。目前,多数对公共基础设施BT项目的研究集中在技术改进和风险上,而对BT项目的环境绩效评价却很少。文章针对公共基础设施BT项目环境方面,通过分析公共基础设施BT项目的特点,在自然环境、社会环境以及经济环境上三方面进行分析,对公共基础设施BT项目的环境绩效建立一个全面的绩效评价体系,为公共基础设施BT项目的绩效评价提供参考。

Environmental Performance Indicators System Construction of Public Infrastructure BT Project

As a major part of national economy, public infrastructure has developed rapidly in our country. To ease the financial burden, government has been gradually utilizing variety o fconstruction mode s, in which project ofBT model increase by degree s. Nowadays, we carry out researches about BT model projects o fpublic infrastructure, focusing on technological improvements and risk. However, performance evaluation of the BT projeet is rarely put forward. This paper establishes a comprehensive performance evaluation system to provide reference for the public infi＇astrueture BT project performance evaluation with analysis of its characteristics in the natural environment, social environment and the economic environment.
