基于定量化指标体系的水闸安全综合评价方法研究

结合大量水闸调研资料,研究影响水闸安全的主要因素,构建一套全面、可量化的水闸安全评价指标体系,并在此基础上建立水闸安全综合评价方法。利用此评价方法对宁车沽防潮闸、蓟运河防潮闸、海河二道闸和九丈窝分洪闸进行安全评价,评价结果与基于传统专家经验法的鉴定结论相吻合,有效地指导了水闸安全鉴定工作,为上级部门提供了科学合理的决策依据。

Comprehensive Safety Evaluation Method of Sluice Based on the Quantitative Index System

Based on a large number of sluices survey data ,the article studied the influence of sluice safety factors and Constructed a set of comprehensive, quantitative sluice safety evaluation index system, then built up a comprehensive safety evaluation method of sluice based on this index system. This evaluation method is applied to safety assessment of ningchegu sluice, jiyunhe sluice, haihe sluice and jiuzhangwo flood-diversion sluice. The Evaluation results are identical with the appraisal conclusion which was based on the traditional expert experience method. This method guides the safety appraisal of sluice efficiently and provides a scientific and reasonable basis for decision-making for superior departments.
