中国能源安全战略中的能源运输问题

一国的能源安全是该国经济安全乃至国家安全的前提。能源安全包括三方面的内容,一是投资和控制境外石油资源,二是建立国家石油战略储备,三是通过控制能源运输确保石油供应链的安全。文章针对我国能源运输现状,提出了应把能源运输归入国家安全战略框架之中,扶植中国大型油轮船队进入资本市场,鼓励油公司和船公司的战略合作,防止重复投资和协调无序竞争等建议。

Energy Transportation Issues in China's Energy Security Strategy

Energy supply safety is a precondition for a country to develop its economy as well as guarantee its security. Energy supply safety mainly consists of investment and management of oversea oil resources, establishment of national strategy oil reserves and oil supply stabilization in its transport system. Taking into consideration of its current situation, China should integrate energy transport into the national security strategy framework, facilitate the large scale oil vessels entering into the capital market, encourage strategic cooperation between oil and vessel companies and, avoid overlapping investment and coordinate disorder competitions.
