| 摘 要： | 利用模糊数学刻画分类边界模糊性的优势，通过建立以道路破坏和级差效益为主体的公平性评价指标体系；采用模糊C-均值聚类方法，对照交通部颁布的收费车型分类行业标准，对收费车型划分的公平合理性进行了探讨。研究表明，不论是综合道路破坏和级差效益为公平性评价指标，还是仅以道路破坏为公平性评价指标，现行分类都不能很好地体现公平合理性原则。

| Abstract: | The equity of toll vehicle class is focused on by establishing index system,which uses fuzzy cluster method to evaluate equity.The conclusion,which is drawn from an example,shows that the current class standard does not fully satisfy equity principle.An equitable and rational class should reflect the principle that "who use,who pay",and "who benefit,who pay". |
