| 摘 要： | 根据石家庄市水利发展与改革的实际，确定的人水和谐的目标是：地下水位稳定，地上有水皆清，雨季水多相安，旱季水少够用，城镇三季花香，乡村四季鸟鸣，经济社会发展，水利持续支撑。具体做到：科学治水，合理用水，依法管水。

| Abstract: | According to actual needs of water development and reform in Shijiazhuang City, the objectives of harmony of people and water are to stabilize groundwater level, have all water cleaned and flood controlled, have enough water for dry season, flowers in three seasons and birds in four seasons, and promote economic and social development supported by sustainable water development. The specific measures are scientific harness of water, rationally use of water and lawful-based management of water. |
