构建区内-国内-国际三循环的广西糖业发展新格局研究

我国是食糖消费大国,也是全球第3大食糖生产国,但“十三五”期间,我国每年的食糖自给缺口约占消费量的三分之一,高达500万t左右,国家食糖供给保障压力巨大。广西是我国主要的食糖产区,占全国食糖产量约6成,本文对广西、全国和国际的糖业生产、消费、流通等进行了分析,认为广西应把保障国内供给作为糖业发展出发点和落脚点,满足国内食糖市场需求为己任,要尝试从畅通广西区内循环为主,融入国际糖业循环为辅,从供需、产业、市场、体制、民生和金融6方面,分别研究广西区内糖业小循环和国内、国际大循环,探索构建广西区内、国内、国际三循环的糖业发展新格局。

Constructing A New Development Pattern of Guangxi Sugar Industry base on the Three Cycles of Region,Domestic and International

China is a big sugar consumer and the third largest sugar producer in the world.However,during the 13th Five-Year Plan,China's sugar supply is under great pressure,with an annual shortfall of 5 million tons of self-sufficient sugar,accounting for one third of consumption.Guangxi is a major sugar producing region in China,accounting for about 60% of the country's sugar output.This paper analyzes the production,consumption and circulation of sugar industry in Guangxi,domestic and international.Comes to the conclusion that Guangxi should take the protection of domestic demand as the starting point and the foothold of the development of sugar industry,to meet the domestic sugar market demand as the goal,try to unblock the major circulation in Guangxi,and integrate into the international sugar industry circulation as a supplement,from the aspects of supply and demand,industry,market,system,people's livelihood and finance,moving onto the domestic and international cycle through the cycle of sugar industry in Guangxi,explore the construction of a new pattern of sugar industry development in Guangxi based on Guangxi region,domestic and international three cycles.
