浅议国有产权主体缺位

在市场经济条件下，国有企业必须成为真正的市场竞争主体，但长期“国有产权主体缺位”是国企体制中存在的突出问题。必须深化国有资产管理体制改革，通过立法解决国有产权主体缺位引起的多头管理、无人负责的状况，以保证国有资产的安全和增值，推进企业建立产权明晰、职责明确、政企分开、管理科学的现代企业制度。
