实施“二退二享”推进城乡统筹

今年6月国家批准重庆成为全国统筹城乡综合配套改革试验区,这是中央和国务院给予重庆又一次发展的机遇。这既是机遇,也是压力。统筹城乡主要着力解决农民工的问题、土地流转问题、金融问题、财政问题、社会保障问题和行政管理的问题。其中的核心问题是农民工的问题,而农民工问题的关键则是土地流转问题,本文拟就农村土地流转问题提出一些思考,试图找到解决农村土地流转的方案。

Implementing the Policy of "Two Returns and Two Having" and Promoting Urban-Rural Coordinative Development

Chongqing has been approved as a national Urban-Rural coordinative development Synthetically Reform Testing District in June,2007,which could be considered as a new development opportunity provided by The Party Central Committee and the State Council.For Chongqing,this is both opportunity and pressure.It is should solve such problems in Urban-Rural coordinative development as Migrant Workers,Rural Land Circulation,financial problems,Social Security and administration,among which the migrant worker is the core problem.Rural Land Circulation problem is the key link in migrant worker problem.This article hopes to propose some thinking on rural land circulation and try to find its solution method.
