| 摘 要： | 在分析可持续发展和ＣＩＭＳ的战略意义的基础上，提出了可持续发展ＣＩＭＳ（Ｓ－ＣＩＭＳ）的概念，并结合Ｓ－ＣＩＭＳ的特点和体系结构对Ｓ－ＣＩＭＳ的信息流进行了详细分析，最后还根据我国的具体情况阐明了在我国实施Ｓ－ＣＩＭＳ的策略。
