| 摘 要： | 水伴随着人类文明的发展经历了农业文明、工业文明和生态文明三种基本形态,水既是农业文明产生的动因,也是工业文明产生的重要机制,以水电应用为标志的工业革命是近代产业革命的先驱.水在工业文明中的双重变奏,使人类反省自身的生存环境,关注人与水的和谐相处.随着人类的进步和社会的发展,特别是现代科技革命,利用现代科技手段对水资源进行合理的开发利用,以使水资源既能满足我们人类科技发展的需要,又能满足人与自然的和谐发展.
