库尔勒经济技术开发区经过近几年的飞速发展，已经初具规模，然而以往纯粹发展工业、不顾开发区整体布局进行盲目建设、配套设施不足的问题仍普遍存在，严重影响了开发区的城市形象和发展潜力。应以“整合与提升”的总体发展策略为出发点，通过对产业的重新布局和对功能结构的重新调整，整合现有经济、区域、环境、空间与文化资源，提升整体建设水平和城市品质，推动开发区由工业园向新城区转型。
