摘    要:结合我国现状对人力资源管理问 ,分析了劳务市场和人才市场的界限划分是制约着人力资源开发 ,提出了建立有效的激励制度是人力资源管理中的新课题和各项制度的制定应充分体现整体观念。在有效地激励制度的建立的同时对我国经济发展起着积极的作用

Abstract:The thesis probes mainly into human resources management from the field of system construction. Combining with the current situation of our country, it raises three viewpoints.First, the devision between the labour services market and the talent market restricts the development of human resources. Second, it is a new subject of human resources management to set up an effective stimulating system. And the last one is, the estabishment of each system should embody the concept of considering the situation as a whole. Hoping it is helpful to the research of human resources management in our country, the anthor gives some statements above and expresses her own opinoin on the subject.
