关于优化油气勘探开发行政审批事项的研究

2018年,我国原油产量1.92亿吨,原油对外依存度不断升高,由2008年的49%达到2018年的70.8%,为保障我国能源安全,习近平总书记提出了关于加大油气资源勘探开发力度,保障能源安全的重要批示。本文通过分析油气资源勘探开发流程、梳理油气资源勘探开发过程中需要办理的行政审批事项,找出存在的难点和困难,并提出解决建议,为加快勘探开发进程、促进油气勘查开采工作有序衔接提供有利支撑。

Research on Optimizing Oil and Gas Exploration and Development Administrative Approval

In 2018, China"s crude oil production reaches 192 million tons, and its dependence on foreign countries keeps rising, the rate increasing from 49% in 2008 to 70.8% in 2018. In order to ensure national energy security, chairman Xi Jinping has put forward important instructions on strengthening the exploration and development of oil and gas resources and safeguarding energy security. By analyzing the exploration and development flow of oil and gas resources, this paper summarizes the administrative approval items to be handled in the process. Furthermore this paper finds out the existing problems and difficulties in the approval process, and puts forward suggestions to solve them. Finally there are favorable supports for accelerating the exploration and development process, and promoting the orderly connection of the exploration and development.
