| 摘 要： | 我国2020年前单位GDP减碳40％-45％，节能对于减碳的贡献率为80％，经济结构调整对于节能的贡献率为65％，技术改造对于节能的贡献率为35％。通用系统技术改造的节能潜力巨大，是带动节能产业发展的强劲动力。需要有力的政策指导和支持。

| Abstract: | Our country's carbon-reducing goal per GDP is 40%-45% including energy-saving's contribution rate to carbon-reducing is 80%,economic restructuring's contribution rate to energy-saving is 65% and technical reform's contribution rate to energy-saving is 35%. Technical reform of general-purpose system has great energy-saving potential,which is so powerful to boost energy-saving development. Meanwhile it requires enough policy guidance and support. |
