兼顾质量监管的配电企业标尺竞争模型及方法

电力市场环境下，竞争机制已延伸到配电环节。随着大用户直购电的试行，开放输、配电网，研究输配定价和适应市场竞争的配电管制已成为电力市场改革中一个重要的研究课题。借鉴国际上的电力管制经验，结合我国的实际情况，提出了一套基于标尺竞争的结合价格管制和供电质量监管的配电企业激励性监管模型及方法。该模型在强调价格监管的同时，引入供电质量监管。对价格监管采用价格上限管制方式，质量监管从我国现行的供电可靠率和电压合格率两方面进行控制。采用数据包络分析方法建立了相应的管制模型，并以实例验证了该方法的可行性和有效性。研究成果有望为我国电力行业稳步推进对价格和服务质量的监管，建立现代电力监管体系提供理论指导。

Distribution Regulation Based on Yardstick Competition Incorporated With Quality Control

In electricity markets, competition is extending to the distribution sector. Along with the attempt of direct purchasing electricity for large consumers, the topics of transmission and distribution open access and distribution regulation have become important research hotpoints. Referring to the experiences of distribution regulation in other countries, an incentive regulation model and approach based on Yardstick competition for Chinese distribution utilities is presented. The model combines price regulation and quality control together, uses price-cap regulation and considers the reliability of service and voltage eligibility rate for the quality control. The data envelopment analysis approach is applied to establish the regulation model. The numerical example is given to prove its feasibility and validity. This research is expected to provide theoretical guideline for steadily pushing price and quality regulation and setting up the modern power regulation system in China.
