| 摘 要： | 我国现行“建筑业企业资质等级标准”不能满足建筑市场进一步细分的要求,再加上工程招投标中“资质高消费”的普遍存在,导致一大部分资质等级低的企业不能通过招投标直接从招标人手中承接业务,这就为工程转包、挂靠与违法分包提供了巨大的市场.因此治理工程转包、挂靠与违法分包问题需要从资质管理的角度通过解决建筑市场的“混合竞争”做起.

| Abstract: | China＇s current ＂level of qualification standards for construction enterprise＂ can not meet the requirements of the construction market to further broken down,coupled with project bidding ＂qualified high consumption＂,the low level of qualification enterprises can not contract projects from tendering directly,which provides a huge market for the overall transfer of engineering contract,loan qualification and illegal subcontracting.Thus governance should starts from the perspective of qualified management byad dressing the construction of ＂mixed competition＂. |
