| 摘 要： | 新的《城市规划编制办法》颁布实施已经3年,但规划编制技术制度的创新仍然是一个需要长期关注和探讨的课题。本文在梳理我国城市规划编制技术体系发展历史脉络的基础上,分析了城市规划编制工作中存在的问题,总结了近年来编制工作中新的动态,进而提出了规划编制技术制度创新的一种思路和设想。着重阐述了构成城市规划编制技术体系的各个规划层次和类型,并就战略规划、总体规划、控制性规划3个基本层次,围绕规划的主要任务和内容、技术特征和要点、审批主体和方式,分别做了重点分析。

| Abstract: | The new Urban Plan Formulation Regulation has been issued and implemented for three years. The innovation of urban plan formulation system is till an important issue which needs to be paid atten tions to. This paper, on the basis of the development of urban plan formulation system, an alyzes the prob lems and tendencies in the plan for mulation and presents an alternative innovation of the system. It special ly examines the strategic planning, master planning and regulatory detailed planning with focus on the targets, contents, technical points, process and approaches of examination. |
