黄河水资源保护存在的问题及对策

针对黄河水污染严重的原因及黄河水资源保护存在的主要问题，提出采取建立健全水资源保护法规体系和执法体系、依法保护水资源等对策与措施，并提出了建立流域与区域相结合的水资源保护统一管理和分级负责的管理体制。实行“排污总量国家确定、污染源治理省（ 区） 负责、入河排污口统一监管、入河排污口与省界断面双控制、超量排污累进补偿”的流域水质监督管理新思路。

Problems Existing in and Countermeasures for the Protection of Yellow River Water Resources

For the reason of serious pollution and other main problems existing in the protection of Yellow River water resources, ten countermeasures have been suggested including establishment of comprehensive water resource law systems, their implementation rule systems and protection of water resources by law. The set up of a grading responsibility and uniformly leading management system for the protection of water resources at the level of combination of water basin and administrative area has been put forward. In details, the national government determines the total pollution volume. The provincial/local administrative units are responsible for the pollution sources. The pouring of pollution into rivers should be under overall monitoring. Both the pollution exit and the provincial boundary are under control. And extra pouring of pollution should be at the price of giving accumulated compensation. This is considered to be a new idea for catchment water pollution management.
