Warping Dam Property Right Reform and Sustainable Development in the Loess Plateau Region

As one of the most important measure for soil and water conservation in the Loess Plateau, warping dams in gullies have been restricted by investment for long time that results in slow construction, loose connection between construction and maintenance, which consequently lead to great increase in numbers of dangerous dams. Thus, in order to ensure the healthy development of the warping dam project in long term, the project property right reform must be implemented under the current situation of that there is limited investment from government and there is great development in rural economic system. Various system reforming patterns, mainly as contracted utilization, rent, share, and auction, can be applied to enhance warping dam construction and to make a fine circulation for the management.
