黄河流域发展节水型农业的措施探讨

黄河流域水资源供需矛盾已变得十分突出。在分析了黄河不资源状况和流域农田灌溉水资源利用现状的基础上，指出了建立节水型 必要性，并针对目前农田灌溉及管理中存在的问题，提出了黄河了水灌溉应从推广应用新型节水技术，完善灌区管理体制和运行机制，加强水利法律，法规建设等方面入手，才能杜绝农田灌溉水资源浪费的现象，才能使灌区管理运行真正步入可持续发展的良性轨道。

Research of Measures for Water Saving Agriculture Development in the Yellow River Basin

There have been evident contradiction of water resource supply and demands in the Yellow River basin. The necessity of construction of water saving agriculture is pointed out in the paper based on the analysis of current situation of water resources and water utilization by farmland irrigation in the Yellow River basin. Aimed at existing issues in farmland irrigation and management, it is put forward that only the advanced water saving techniques are extensively applied, management and operation systems improved in the irrigation areas and law and legislation construction strengthened in water saving irrigation in the Yellow River basin can delete the water waste in irrigation and achieve the sustainable development of irrigation management and operation.
