摘    要:在现有的水资源配置研究成果基础上,运用运筹学方法和规则模型方法,构建了面向经济耗水与生态耗水总量控制的基于优化技术的水资源配置模型和基于规则的水资源配置模型,结合西辽河流域实际情况,根据水资源"三次平衡"的配置思想,通过不同组合方案的长系列逐月调节计算,提出不同规划水平年水资源配置系列成果,实现了优化模型与规则模型相互校验和印证,使水资源配置结果科学合理和简单实用,为编制西辽河流域水资源综合规划和实施最严格的水资源管理制度提供了重要依据。

Abstract:On the basis of the exist ing research results, the authors applied the operational research method and the rule-model and developed two models of water resources allocation based on the opt imizat ion technique and the rule respectively, which are oriented to the total amount control of economical water consumpt ion and ecological water consumption. According to the actual condition in the West Liao River Basin and the concept of triple-balance of water resources allocation, the authors conducted a long series of calculation of water resources allocation for different planning-level years with different schemes. The results of calculat ion actualized the cross check and mutual verification for the two models ( optimization model and rule model) and so ensured the water resources allocation was scientific, rational, simple and practical. This study provided an important foundat ion for compiling water resources integrated planning and implementing water resources management system in the West Liao River Basin.
