| 摘 要： | 2011年中央一号文件准确把握新时期中国国情和水情的阶段性特征，明确提出了新形势下加快水利改革发展的指导方针，全面部署了新阶段水利发展的主要任务。分析研究中央一号文件精神，提出加快水利改革发展的十个方面思路和建议，供有关方面参考。

| Abstract: | The No 1 document issued by the Central Committee of the Communist Party of China and the State Council in 2011 puts forward the guiding policy for speeding up water reform and development and main tasks in the new phase,taking the current situation of the country and water condition into full consideration.Ten suggestions are proposed based on study of the No.1 document for reference. |
