| 摘 要： | 亭子口水利枢纽工程对嘉陵江中下游防洪作用重大。是长江中下游总体防洪体系的组成部分。针对建设期的施工区和移民安置区等生态环境、水土资源、人群健康等方面的影响及其防护、监测等工作，论述和探讨了环境保护、水土保持等多项目、多区域监理的创新模式、规章制度和工作内容，提出环境保护与水土保持监理的建议。
