金沙江下游水电梯级开发建设项目管理实践

中国长江三峡集团公司（以下简称三峡总公司）经国家授权承担金沙江下游河段水力资源开发任务。在金沙江下游梯级水电开发实践中，从项目全生命周期理论出发，根据两省界河的特点，从整体上综合统筹考虑项目前期阶段、建设阶段、运行阶段的开发体制、运行机制、利益关系和分配格局；遵循“规范、有序、协调、健康”的项目管理原则，在规划、设计、建设、运行的全过程中，统筹处理流域资源开发和保护生态环境的全局性、整体性、累积性问题以及单一项目建设的个性问题，积累了丰富且有益的工程建设管理经验。
