| 摘 要： | 欠发达地区人才资源短缺,人才资本的积累能力弱,集中表现为人才资源开发的投资能力欠缺,人才外流严重。有效地解决这一问题需在科学发展观的指导下提升投资效率,积极谋求与发达地区在人才资源上实现共享。

| Abstract: | The lack of talent resource and weak talent capital accumulation are reflected in the lack of investment in the development of talent resource and the serious brain drain in the less developed areas. To solve the problem, it is necessary to improve efficiency of investment under the guidance of scientific development view and to seek positively the realization of talent resource sharing with developed areas. |
