| 摘 要： | 由于我国重工业化趋势日趋明显,带动了国内能源消费需求的增长,能源约束已从“流量约束”状态向“存量约束”状态逼近。文章通过对产业结构调整与能源消费总量及煤炭、石油、天然气、水、电消费量之间关系的分析认为,第一,进行产业结构调整是最大的能源节约,建立节约型产业结构,走新型工业化道路是必然选择。第二,舒缓能源供给的“流量约束”在于调整能源消费结构,开发新能源;开拓利用国际能源市场;限制高耗能、高污染产品的出口,减少不合理的能源消费;推进能源产业和能源管理的市场化改革。

| Abstract: | The trend of heavy industrialization in China promotes domestic energy consumption demand growth. Energy restrict has developed from volume restrict to stock restrict. According to analysis on industrial structure adjustment and energy consumption structure, it is concluded that industrial structure adjustment is the most important way to save energy. Meanwhile, adjusting consumption structure and developing new energy can ease this kind of energy supply "volume restrict". On the other hand, other measures, such as exploring international energy market and restraining expert of high-energy-consumption, high-pollution product and reducing unreasonable energy consumption, are means to mitigate energy supply restrict. |
