实施人才强校战略提升地方高校核心竞争力

摘    要:通过国内与国外高校、教育部直属院校与地方院校、中西部地区与东南沿海地区院校间的比较与分析,明确提出高校间的核心竞争力是人才竞争,人才强校是高校发展的第一战略,提升教学科研队伍、管理队伍、后勤服务队伍的核心竞争力是提升整个人才队伍综合核心竞争力的三大基本要素。为确保人才强校战略的实施,创造性地提出了一系列的保证措施。

Abstract:Based on the comparison and analysis of domestic and foreign universities and colleges,the institutions directly under the Ministry of Education and local institutions,the central and western regions and the southeast coastal areas,clearly put forward the core competitiveness is the competition for talent, and talent is the first development strategy to enhance teaching and research team,the management team,and the core contingent of logistics services,which is the three basic elements to enhance the competitiveness of the entire personnel of the integrated core competitiveness.To ensure the implementation of the strategy to be performed,a series of innovative measures are introduced.
