集中式现货市场下的省级调度业务框架设计

摘    要:集中式电力现货市场的实施对于省级调度机构(简称省调)的业务运行具有重要影响。从业务内容、时序关系等不同维度,以电力电量平衡为主线,对典型省调业务进行了梳理,分析了省级集中式现货市场条件下调度业务的可能变化,设计了市场化条件下的省调业务框架,并分析了其实施关键。指出:现有的省调业务流程基于统一的安全管理规范,从年度逐步精确逼近实时电力平衡,计划性是其主要特征,中长期发电计划总体得到物理执行;市场环境下的省调业务框架需要综合考虑运行方式调整、在线安全校核、人员工作方式、市场组织要求等因素,同时必须与调度管理规则、现货市场规则相协调;在实施中,要特别注意自动化软件的必要支撑、中长期电量合约的科学分解、省间送受电的合理安排、合适的业务流程优化理论指导等关键问题。

Abstract:The implementation of centralized electricity spot market has important influences on the operation of provincial dispatching center. With the balance of electric power and energy as the main line, the key business processes of typical provincial dispatching centers are presented from the dimensions of business context and sequential relationships, the possible shifting business processes are analyzed, a business framework in the market condition is designed and some keys to its implementation are analyzed. It is pointed out that, based on the unified security management specifications, the existing business processes are planning-oriented, which gradually approach the real-time power balance from the original annual dispatching plan. The medium-and long-term power generation plans are generally implemented in physics. But it is necessary for designing business framework under the market environment to comprehensively consider such factors as operation mode adjustment, online security check, personnel working mode and market organization requirements. Meanwhile, the new framework must be coordinated with dispatching management rules and spot market rules. In the implementation, special attentions should be paid to such key issues as the support of automation software, the scientific decomposition of medium-and long-term electricity contracts, the reasonable arrangement of inter-provincial transmission and reception of electricity, and the suitable theoretical guidance of business process optimization.
