| 摘 要： | 本文首先叙述了灾害的客观性、突发性、群发性等九大特性，同时又谈了保险防灾工作形式系由单纯检查型向技术服务型转化，并以1994-1996年水文预报实例说明我省防洪工作已进入科学防灾防损新阶段；最后又提出了保险对灾害预测应具有预见性、及时性、准确性和可操作性。 |

| Abstract: | The paper narrates the objectivity, the abruptness etc. nine characteristics, talks the insurance for disaster prevention work transforming technical service from pure inspection. It explains that the flood control work got into a new phase of scientific disanster prerention with an example of 1994-- 1996 years hydrologic forecast, lastly the paper puts forward that the insurance must have foresight, seasonableness, accuracy and operationaleness to disaster prevention. |
