摘    要:我国蕴藏着得天独厚的水能资源,列世界之冠。2004年水电总装机容量虽然突破了1亿kW,也只占可开发容量的17%。21世纪我国将全面建设小康社会,能源供应将成为严重制约因素之一。水电作为能源的一部分,无疑是应该积极开发,不应放弃的。但是近年来社会上就建水电站对生态环境所产生的影响看法不一,争论较大。因此就水电开发可能对生态环境产生的正负面影响及开发利用水电资源的必要性和迫切性进行客观分析,指出当前开发水电的制约因素,并提出了建议。

Abstract:China has abundant water resources endowed by nature, which ranks first in the world. By year 2004, the installed capacity of hydropower is over 100GW, but only amounting to 17% of the exploitable resources. In 21st century, China will build a well-to-do society in every way. Then energy supply will be a restrain factor to it. As a component part of energy resources, hydropower must be developed actively instead of being neglected. While lately there are contradictory views about and argument over impacts of hydropower projects on ecological environment. The paper presents an objective analysis of both positive and negative impacts on the ecological environment possibly caused by hydropower development and the necessity and the crying need of the hydropower development. The paper also indicates the restrain factors to hydropower development and puts forward some suggestions.
