国外煤炭循环经济发展对我国的启示

我国正处于工业化加速发展时期，在经济增长与资源、人口、环境之间的矛盾日益突出的情况下，发展煤炭循环经济是新型工业化的必然要求。以德国、美国、澳大利亚等为代表的西方发达国家的煤炭循环经济发展较好，对我国有很重要的借鉴意义。通过分析德国鲁尔区、美国阿巴拉契亚煤炭工业区、澳大利亚猎人谷矿区循环经济的发展，从中得到对我国煤炭循环经济发展的启示，即依靠经济、法律、行政和政策等手段的协作与配合，在加强政府引导作用的前提下，注重加强煤炭产业的技术和管理创新，并兼顾生态恢复和环境保护。

ENLIGHTENMENT OF FOREIGN COAL RECYCLING ECONOMIC DEVELOPMENT

China is in the period of the rapid development of industrialization, and the contradictions between the economic growth and resources, population and environment become increasingly obvious, the development of coal recycling economy is an inevitable requirement of the new industrialization. Germany, the United States, Australia, representatives of the western developed countries, all have better economic development of coal recycling economy, so it is good experience. By analyzing the development of cycling economy of the German’s Ruhr area, the America’s Appalachian coal industry zone, Australia’s Hunter Valley mines, this paper presents that China can get some inspiration to develop the coal cycling economy, largely relying on the cooperation and coordination of economic, legal, administrative and policies. Government shall play a landing role and focuses on technical and managing innovation in coal companies based on ecological restoration and environmental protection.
