| 摘 要： | 我国建筑耗能与工业耗能、交通耗能一起构成我国能源消耗的三大主要部门,而且随着建筑总量的不断攀升和居住舒适度的提升,呈急剧上升趋势。为此,我国建筑能耗成为我国实现国家“十一五”能耗战略目标的巨大挑战。本文在分析我国建筑节能现状与挑战及目前我国推进建筑节能的主要政策制度基础上,探讨了目前促进我国建筑节能发展存在的政策制度障碍,并提出了进一步推进我国建筑节能发展政策建议。

| Abstract: | China is being faced with the great challenge and potential of increasing energy efficiency and promoting sustainable building and construction processes.This paper,based on reviewing the challenge and current policy system for promoting sustainable building and construction,discusses the policy barriers on promoting sustainable building and construction,and presents related policy recommendations for promoting sustainable building and construction in China. |
