| 摘 要： | 从20世纪90年代开始，电子政府在全球各地兴起。新世纪伊始，移动政府的概念又被提了出来。移动政府即把电子政府的部分功能从固定网转移到移动网来实现，可以把移动政府看成电子政府的一个子集。移动政府概念的提出主要是基于移动网络大面积覆盖和移动终端的发展。
