人事代理制--深化高等学校人事制度改革的突破口

摘    要:人事代理是伴随着社会主义市场经济发展客观需要应运而生的人事管理方式,是新型人事管理社会化的基本形式。本文提出高等学校人事制度改革的核心和难点是用人机制问题,而推行人事代理制是进一步深化高等学校人事制度改革的突破口,是建立“能进能出”,“能上能下”的新型用人机制的有效途径。可以预见,随着人事代理制自身及高校内外环境的改善,它必将显示出更强劲的生命力。

Abstract:Personnel attorney, a new personnel management model ,emerges as our socialist market- oriented economy objectively demands. At present, the key problem to reform personnel system in colleges and universities lies in the mechanism of personnel placement. Personnel attorney is an important development for colleges and universities to deepen the reform of personnel system. And it is an effective means to build up the modern mechanism of personnel placement. Be ready to come out as well as go in. Be ready to take a lower as well as a higher post." It can be predicted that personnel attorney will make a display of much greater vitality along with its continuous improvement and the environmental betterment inside and outside colleges and universities.
