| 摘 要： | 本文通过控规嵌入土地出让的设计要点中，规范后续的土地开发，并以惠东县城新城控制性详细规划为例，从控制空间形态、慢行系统，将城市设计要点，纳入控规指标体系，对中小城镇城乡规划进程有指导性的作用。
