对中国城市综合减灾的分析与思考

在安全减灾建设进程中 ,诸多惨痛的教训告诫人们 :不仅仅是将科学建议转化为国家、城市的“白皮书”或“蓝皮书” ,更多的是寄希望它能够让人们学会避开危险 ,减少损失 ,尤其是让各级城市政府理解、支持、参与和实践 ,是主动而非被动的城市防灾减灾。本文从分析中国城市灾情的现状及未来需求出发 ,从城市综合减灾的科技与管理、政府与公众等问题入手 ,探讨了有效应对的思路。

THOUGHTS ON THE GENERAL CALAMITY REDUCTION IN THE CITIES OF CHINA

In the process of the construction of calamity reduction, some disastrous experiences reveal:not only the scientific suggestions should be changed into "White Paper"or "Blue Paper",but also people should learn how to keep away from hazards and reduce the loss, especially the governments of all levels should actively understand, back up,take part in and practice the calamity reduction of the cities.Based on the analysis of recent conditions of the hazard and future requirements in cities of China, the effective solution ideas on the sci-tech and management, the governmental and public problems of the general calamity reduction in cities are discussed in this paper.
